近年来,我国各级税务机关牢固树立征纳双方法律地位平等的服务理念,按照以法律法规为依据,以纳税人合理需求为导向,以信息化为依托,以提高税法遵从度为目的的纳税服务工作总体要求,不断丰富服务内容、创新服务手段、完善服务机制、提高工作水平。


一是纳税服务制度逐步建立和完善。国家税务总局先后发布了《纳税信用等级评定管理试行办法》、《纳税服务工作规范(试行)》、《关于进一步推进办税公开工作的意见》、《关于落实“两个减负”优化纳税服务工作的意见》、《全国税务系统2010—2012年纳税服务工作规划》、《关于纳税人权利与义务的公告》、《办税服务厅管理办法(试行)》、《国家税务总局关于进一步加强国家税务局地方税务局合作的意见》等一系列制度、办法。


二是纳税服务内容不断丰富。税务机关积极拓展税法宣传、纳税咨询、办税服务、权益保护等纳税服务领域及内容。


三是纳税服务平台建设稳步推进。税务机关以信息化为依托,积极发挥了办税服务厅、12366纳税服务热线、税务网站等服务载体的作用。


四是健全体制机制。为推进纳税服务工作健康有序开展,各级税务机关积极建立纳税服务领导体制和工作机制,通过完善领导体制、强化协作机制、健全考评机制、建立人才队伍保障机制,为纳税服务各项工作的顺利开展提供了有力保障。
